As of June 26, 2013, children under 12 years (against 6 years ago) are exempt from the requirement to give fingerprints under a passport application. This is what provides for a European regulation vero of 28 May 2009 amending regulation 2004 which focused on biometrics and security in passports.
To request a passport for a minor, the child's legal representative must go to a town hall equipped (or consular authority abroad) provided with the required supporting documents. The list of these documents vary depending on the circumstances of the child (possession of a secure identity card, input or proof of nationality of parental authority ...).
