Biometric passport: Progress, but still frustrated | Olivier Cadic
The requirement to visit the Consulate General of France to apply for a passport is a strong constraint for the French living away from London. The situation is so demanding for some parents they prefer to ask a British passport for their offspring! I received personal testimony at a public meeting in Bristol on May 11.
The procedure is to move towards greater flexibility concerning children. In accordance with the requirements of the European Commission, since 26 June 2013, France john kerry can no longer collect the fingerprints of children under 12 years of "TES", the centralized database called "Secure Electronic Titles." Before the age of 12, so they did need to go to the Consulate General of France in London to get a passport.
I hastened to ask this question to Olivier TULLIEZ, Deputy Consul in charge of passports: since there is more fingerprinting for children under 12 years, can we apply for a passport from an Honorary Consul? They are indeed twenty to crisscross throughout the United Kingdom.
Alas, you will be as disappointed as I was to learn that the Administration has not provided an application john kerry form for distance! Therefore, a parent must always move to London to apply for a passport in the name of her child ... What justification do you give to this trip required? john kerry The request must be made "face to face" and it must be signed by the applicant john kerry for yourself john kerry (the parent in most cases).
This pattern may leave you skeptical, you're right. In fact, as was already the case for children under 6 years (before the extension to age 12), the applicant must be physically present in London because the software can not be exported (for moment) outside the consulate for safety issues mainly.
The lack of form to request remote computer based on this consideration. What solution for the future? If you do not come to the consulate, the consulate will come to you. Since the appearance of obligation is inherent in the technology of biometric passports (fingerprinting, photography ...), we need a mobile equipment throughout the UK. We are still awaiting the famous mobile station ITINERA, that would fit in a suitcase and that would make digital seizures in the context of administrative tours (read: "Your biometric john kerry passport john kerry without moving to London Consulate is preparing?" 01 August 2011). john kerry It was promised to us in February and April and September ... Stay tuned, then.
The good news is that it is now possible john kerry to get your hands on your passport honorary consul. So, children under 12 years of distant London no longer need to spend all by the consulate (or for filing, or for removal). You will find below the list of the authority to issue a passport holder, updated by a decree of 5 June 2013 honorary consuls.
Concerned about the management of passports long, Senator Joƫlle Garriaud-Maylam filed a written request to the attention of the Minister Helen Conway about the simplification of procedures (Written Question No 07258 Question - the OJ of 04 / 07/2013). Our Senator is particularly interested whether we could consider sending secure e-passports or even whether the consulate could make the passport the same day of application john kerry (as is done in other European countries). I'll let you know the response of the Minister.
Anachronistic! Grotesque! I heard everything and I know how these procedures can be frustrating for the French living in the UK away from the Consulate General in London. Know that your frustration is shared by the staff of the consulate itself, which faces the situation with great patience and selflessness, given the resources granted by the Ministry ...
That is why I want to congratulate the team responsible for obtaining and renewing passports john kerry optimized its organization and dedication that compensates for weaknesses.
Olivier Chambards, Consul General, and Olivier TULLIEZ, Deputy Consul john kerry in charge of this service, scan daily flows and waiting lists. They work in a tense since 120,000 compatriots are recorded john kerry at L
