Prison administration. - The allowance and objectives, established in 2005, is extended to certain fpl categories of workers from 1 November 2013. A new schedule is released.

I think you misinterpreted the decree 2013-629. The user will not necessarily use a document certified by 2D-DOC fpl (the principle of proof of address "by any means" is stored) however, if it uses such a document, fpl it is enforceable against Directors who can not refuse. In summary, the burden of proof is reversed for use: If the document passes the authentication test, it is automatically presumed to be valid.
If I am mistaken, this is rather good news. But in this case, I do not understand the value of such a text. I redid a passport no later than August 2012, and it took me around with originals AND photocopies. The originals were intended to be scanned and photocopies to be placed in a paper sleeve, in case of a computer problem would occur.
